Method of Nominating CE Candidates

 

  • A person shall be nominated via one of the following three routes:
    1. Civil nomination
      • A nominee having received the signed endorsement of not more than 1.5% of the registered voters shall be endorsed by the Nominating Committee
    2. Nomination by political parties
      • Political parties or joint candidates which received 5% or more of the total votes in the previous direct election shall be entitled to nominate one candidate
    3. Nomination by legislative councilors or district councilors
      • About 4 legislative councilors or 25 district councilors (5%) shall be entitled to nominate one candidate jointly

 

Election method for the CE

 

  • Two-round system
    • A Chief Executive candidate shall be declared the “Chief Executive-Elect” by winning more than 50% of the total votes cast in the first round
    • If not candidate wins more than 50% of the total votes cast in the first round, a second round election shall be held between the two highest-placed candidates in the first round
    • The candidate who wins more than 50% of the total votes case in the second round shall be declared the “Chief Executive-Elect”
