  • “Corporate voting” and “union voting” are changed to voting by corporate directors and union members, thus increasing the number of voters for the Nominating Committee from 200,000 to more than 600,000
  • Directly elected District Council members will automatically become Nominating Committee members
  • Method of nominating CE candidates

     

    • Two phases in implementing nomination by the Nominating Committee:
      • In the first phase, 1/8 supporting votes from the Nominating Committee is required with a maximum of 8 candidates selected;
      • In the second phase, the Nominating Committee practices “one man, one vote” to select the five candidates with the maximum number of votes for public voting

     

    Election method for the CE

     

    • With reference to the instant-runoff voting system (proposed by the LegCo member Ronny Tong from the Civic Party):
      • Voters may either vote for a single candidate, or rank the candidates in order of preference
      • Ballots are initially distributed based on each elector’s first preference. If a candidate secures more than half of vote cast, the candidate wins
      • The candidate with the fewest votes eliminated
      • Ballots assigned to the eliminated candidate are recounted and assigned to those of the remaining candidates who rank next in order of preference on each ballot
      • The process continues until one candidate wins by obtaining more than half of the votes
