Size of the Nominating Committee



  • 1200 members
Composition of the Nominating Committee



  • Members shall be elected from sectors “broadly representative” of society, with reference to and expansion of the sectors included in the Election Committee


  • The fourth political sector should be made up primarily of directly elected Legislators and District Counselors, without precluding constituent voting in other sectors.


Electorate base of the Nominating Committee


  • Overall constituent base for electing the Nominating Committee should be increased substantially


  • No corporate voters and no discrimination against any class of Hong Kong voters so as, for example, to include among constituents in the various sectors such grass roots groups as supporting staff, shareholders, sol proprietors, frontline workers, homemakers and civil servants


  • Each constituent sector and the number of voters for each seat within a sector should be roughly equal


Method of nominating CE candidates


  • A candidate shall be nominated and presented to the voters for election based on universal suffrage if:
    • He/she meets the criteria under Article 44 of the Basic Law
    • He/she can receive nomination by 12.5% of the Nominating Committee members


  • Each nominator in the Nominating Committee can only nominate one candidate


  • No formal limitation on the number of candidates nominated


  • Public recommendation
    • A candidate who obtains a minimum of 10,000 signatures from registered voters shall in good faith be given consideration for nomination by the members of the Nominating Committee in order to reach the required 12.5% threshold


Election method for the CE


  • If no nominated candidate receives more than 50% of the votes, there shall be a second round run-off 2 weeks later by the two candidates who received the most votes in the first round.


  • The nominee who receives the req2uisite votes exceeding 50% in either round shall be elected
