Power to nominate
  • A Nominating Committee and members of the public

 

Size of the Nominating Committee

 

 

  • Should be studied by an independent Election Reform Committee (ERC) who will have 6 months to study and report on its proposals

 

  • ERC should comprise of not more than 10 members and should be chaired by a current or former member of the judiciary

 

  • Reference should be made to the current Election Committee, the Nominating Committee should be more representative than the Election Committee

Method of nominating CE candidates

 

  • Track A
  1. Endorsed by 1/8 of the Nominating Committee members
  2. Mini-election held by the Nominating Committee
  3. To be nominated as a CE candidate, have to be one of the three who obtains most votes from the Nominating Committee and at least 1/8 of all votes cast

 

  • Track B
  1. Obtain 5,000 endorsements from members of the public who are eligible voters
  2. Mini-election held by the Nominating Committee separated from Track A candidates
  3. To be nominated as a CE candidate, only have to obtain at least 1/8 of the votes cast

 

Election method for the CE

 

  • Qualification
    • Could be a member of a political party

 

  • If only 1 candidate
    • Must obtain at least 50% support from all those voting in an election of general electors
    • If less than 40%, the nominating process shall repeat
    • If more than 40% but less than 50%, second round of voting held within 30 days

 

  • If 2 candidates
    • The candidate who obtains the greatest number of votes shall be returned as the CE-Elect

 

  • If 3 or more candidates
    • The candidate who obtains the greatest number of votes and at least 50% of the votes shall be returned as the CE-Elect
    • If no candidate has obtained the 50% threshold, second vote shall take place within 30 days
    • In the second vote, only the two candidates with the most number of votes in the first vote compete
    • The candidate with the greatest number of votes in the second vote shall be return as the CE-Elect
