Should an Election Committee be the Basis for the Future Nominating Committe?

Topic7

Assuming all registered voters will be entitled to elect the Chief Executive, do you agree that the existing system of nominating candidates (using the membership and nomination method of the existing Election Committee) could be used to nominate candidates for the Chief Executive election in 2017 (but subject to review for the 2022 Chief Executive election)?

假設所有已登記選民均有資格選舉行政長官,你是否同意在2022年行政長官選舉前將會檢討該制度的前提下,在2017年行政長官選舉中可沿用現有的提名候選人制度(包括現存選舉委員會成員及提名辦法)? I know this is what the government wanted/implied in the 2007 Green Paper on constitutional development. A nominating committee is in the Basic Law, so we have to have one, but it needs to be full of people that have been elected by universal suffrage (so it doesn’t necessary have to be larger, just that the members have to be carefully selected directly by the people). Personally, I would prefer all legislators who have been democratically (and directly) elected as well as directly elected district counsellors. This system should not be too complicated (as some plans mentioned before are complicated) so it would be easy to be carried out.

No, since its members are not chosen by the general public, and it contains CPPCC and NPC members, contrary to Article 22 in which the Central government is not to interfere in local affairs.

    現在的選舉委員會模式根本就是一個需要大大改善的模式,將來的提名委員會,怎可能以一個需要大大改善的模式作基礎?
